On the same line (b/c I think this is an excellent summation BTW), the difference between what we do/did to influence public opinion in other countries comes down to the difference in how much open communication, dissent and freedoms are involved. As you point out, the whole premise of State Security Police and Counter Intelligence in these countries is to snuff out anything. We don't have that, our openness is used against us..
