My understanding was that anyone who accepts a pardon must admit guilt. Is that true? And, if so, wouldn't it apply to this case?

Trump wants to rewrite history. He knows damn well that he was Instigator In Chief and he hoped enough violence and chaos would delay the Biden certification. He already granted clemency to 1500 frickin lunatics because how can they be guilty if they believed the 2020 election was hinky? What more do you need to attack Congress? Count on Trump instructing Bondi to agree to payments for these thugs. And then the floodgates and an executive order that all 2,000 rioters are victims, were justified in their actions and shall receive payments for their suffering. It’s going to happen. Next to stealing money for himself, Trump loves spending other people’s money to soothe his ego. We are witnessing darkness in America.

It’s not an order under the Insurrection Act. And the law Mad Lord Yam is using to justify this requires the governor to consent to deployment.

That's what I was wondering. I thought the National Guard, name not withstanding, was under state control at least to some degree.

It is mostly under state control, and the President does have the power to federalize them under specific conditions. But the way the memorandum reads the legal pretext (protection of federal personnel and property) is one that requires that “Orders for these purposes shall be issued through the governors of the States.”

Also, all this order does is direct the National Guard to provide support in "protection of federal personnel and property". It does not allow the federalized Guard to act on their own to conduct immigration raids, disrupt protests, or detain people. Those are still proscribed under Posse Comitatus.
