But the way the memorandum reads the legal pretext (protection of federal personnel and property) is one that requires that “Orders for these purposes shall be issued through the governors of the States.”
Also, all this order does is direct the National Guard to provide support in "protection of federal personnel and property". It does not allow the federalized Guard to act on their own to conduct immigration raids, disrupt protests, or detain people. Those are still proscribed under Posse Comitatus.
Depending on how long this lasts, the troublemakers will arrive. The agent provocateurs, the external arsonists, and all of the other undesirables that will take advantage of the situation.
Make sure that Kyle Rittenhouse (and his ilk) stays far away too please.
