Might be the latter.

Remember he ACTUALLY released his nothingburger memo that actually contradicted the base claim about the dossier being the cause for the Trump Russia investigations.

He might truly believe that the full report will exonerate Trump which is why he is behind it. Probably didn't even read the redacted one which already shows that Trump actually obstructed justice.
