The story quoted the pilot as saying each represented a mission over China. Chinese military had dismissed the flyovers as ghosts when detected by their radar because the planes were flying too high and too fast and did not match any known aircraft. Slow and high works, too, I guess.
They discovered the Chinese balloons flying over the US during the Trump years with the James Webb space telescope which can only look into the past. See? A very reasonable explanation.
