I do have a question, however, about the use of the "Y" instead of writing out "why." Is it simply to save space, or is there another reason? I've seen this used repeatedly, sometimes in advertising, and I don't see the purpose. They usually make the "Y" so large, they could easily fit in the entire word.

Status quo only works if there's a regular new influx of cross-border labor because Issa is right about one thing: ag laborers have kids, who also work in the fields for a little while. But those kids go to school and grow up and - with or without the Dream Act - they do not become fruit pickers. They get better work. And their parents age out. So no matter what, every few years agriculture needs a new set of workers from over the border.
Immigrants know this. They hear about it from family and friends who are in the US doing ag work. That's probably the biggest incentive to come: they know they're needed and will find work.
But it would look good in a campaign commercial?.
To be clear, Republicans are fine with immigration when it comes to eastern European trophy wives.
