Even the execrable George W Bush refused to tap the SPR to address oil price shocks as a result of his stupid wars of choice. I sometimes wish I wasn't an atheist so that I could believe these people would rot in hell.
People during WWII complained about the rations as well. They only complied under duress, because the government ordered factories to make other things and enforced the rations to the point of people snitching on each other.
