Gov. George W. Bush scrapped all the substance abuse programs in Texas prisons because when he got sober (although he declared he was never an alcoholic) he just needed to ask Jesus. So saving money and getting people to Jesus FTW!

Is Governor Goodhair only now refusing to follow the law, or has he refused to follow it ever since 2003? I know he's probably being a hypocrite, but I'm all about confirmation of my hypothesis.

There are actually criminal penalties for not obeying the law, but don't expect Perry to be charged. I mean, he wouldn't fare well in prison. Especially Texas prisons.

Or maybe 2011 was a banner year for rape in the juvenile system.
