As a retired Silicon Valley engineer I can tell you exactly why, it's because they understand that there is no way in hell you are going to be able to convince the best, and the brightest, college educated engineers that make Silicon Valley hum to come work for your outfit in Mississippi.
Many of them are under the impression that the draft wasn't necessary because American teenagers were so eager to take revenge on the japs and krauts. That was before political correctness, see, so they could use slurs like that and therefore they could express that healthy hatred that forms the basis for a superpower.
Of course, this is assisted by the constant inclusion in any good World War 2 movie of the soldier who volunteered because he just couldn't stand to see his country treated like that.
I'm sure someone beat me to the punch here, but in seven years large parts of Florida are probably going to be underwater so I don't think Rick really thought this through.
