This "post birth abortion" claim has its origin in Gov. Ralph Northam - who is actually a pediatric neurologist and therefore very well acquainted with NICU procedures - trying to answer an accusing question about what happens when a baby is born alive after an attempted abortion.
He tried to make clear that this would be vanishingly rare but that if it occurred that the child would be made comfortable and the parents would be asked if they wanted to just let nature take its course while the child was kept comfortable or whether they wanted supportive intervention.
That is what SER linked to as far as palliative efforts that would apply in any situation in which a newborn is not expected to live.
