Right on! And while I'm typing I'll say my two cents about NPR's Morning Edition and their unwillingness to ask the follow-ups that get to the root of matters. David Green is particularly guilty in this matter, IMHO. My coffee-spattered kitchen is testimony to my frustration with NPR; I expect better from them but they seem to have joined the ranks of those "castrated journalists" as described by Upstate.

Couldn't someone ask this legal scholar to explain the difference between "shall" and "should" in law texts. Such as "The secretary shall pay (the CSR moneys)" from ACA and "should stand" from the law about the national anthem.
