He was going for biblical "shining city on a hill" but at the last second he remembered he's running for governor and not mayor, and needed to include more that NYC in his metaphor. Hence, "shining state."

so a son who got his last job through a friend of his father in a company where they had no standards. No experience in government except as a child with a father known more for his cheating on his wife. He actually thought he could install his mistress in Gracie mansion along with his wife and small children. . This guy thinks he could be governor about as much as trump could be president.
