But in warfare your enemy always gets a vote and Ukraine voted otherwise. What you're seeing now is Putin's course correction to a different kind of war which won't have been as thought through and which can go badly wrong for both sides.

We did this until I think I was just starting middle school. Then we didn't do the under the desk stuff any longer. We still did the tornado drills which were done separately, typically right about now when spring tornado season starts here (KY).
