My theory is no one set it up for him. He doesn't have the infrastructure of the Republican party rushing to put together his every whim but when he declared he was having a rally he still thought that was all he had to do. Then the Republican, not thrilled by the idea, didn't rush to put it together for him so now he has no permits, no venue, no mic rentals, no nothing.
