Right. Everybody knows these decisions are made at the last minute. I heard that the Supreme Court gets together the morning a decision is released for covfefe and a Danish (sometimes a bagel). They write their decisions on napkins at the table, to be released that afternoon after their clerks throw in some legal bullshit to make it sound official. But it's all done at the last minute!! Mainly because they all goof off between the last hearing and when decisions are due. They are almost as bad as congress.
Graham and Grassley know this is all bullshit. This is all about providing Trumpkins with talking points that will soothe the dumpster fire of an administration.
If Trumpie knew anything about presidenting, he'd know that good leaders are prepared for all eventualities. Even Eisenhower had a draft of a statement to be released in case D-Day failed:

in some ways he (and others of his ilk: savvy, experienced, not particularly nutjob, capable of bipartisanship) is even worse.
