This “old salary = new salary” is BS. I got that a lot in my career. I’d get a promotion or a drastic change in job description & responsibilities and they’d claim that I sould be paid just a few % more, rather than the published range for the new position. To that extent it not discrimination, but employers being cheap bastards. However if you start someone low on purpose just because they don’t have the right plumbing....
