Yeah, I was thinking about Missouri, which didn't secede either, but Governor Jackson (no known relation) and his Cabinet actually formed a shadow secessionist government in Neosho, that St Louis, KC, and the actual center of government in Jefferson City refused to join, thus resulting in a mini-civil war inside Missouri, which is frankly too damn complicated. Michigan was unequivocally Unionist, except for a few (I'm sure) Democratic sympathizers whose repugnant views would surely have been retweeted widely among Confederate Twitter.
