So the entire Democratic caucus in the Senate is to be blamed for this result. Which Democratic Senators supported the bill? Do they bear responsibility for its failure (by voting for it?) on a par with those who didn't?

By this logic then Sen. Gillibrand shares the blame for voting down the bill, right?

The entire community bears the blame for any action done by any individual member and therefore must face the consequences of such action.

Individual deed → collective responsibility. (Calling for collective punishment?) Is this our standard now? There is certainly blame here, but it belongs to specific members of the Senate.

I was fine with it until it became a <em>de facto</em> way of doing everything, rather than a weapon to be used sparingly against only the most noxious of bills.

Now it's like old leather - it's been so worked and shaped it will never be the same as it was, and we're better off scrapping it and starting over.
