So the entire Democratic caucus in the Senate is to be blamed for this result. Which Democratic Senators supported the bill? Do they bear responsibility for its failure (by voting for it?) on a par with those who didn't?
By this logic then Sen. Gillibrand shares the blame for voting down the bill, right?
The entire community bears the blame for any action done by any individual member and therefore must face the consequences of such action.
Individual deed → collective responsibility. (Calling for collective punishment?) Is this our standard now? There is certainly blame here, but it belongs to specific members of the Senate.
