It is about forcing women to stay with men who abuse them.

The cruelty is the point.

It is particularly targeted at families headed by single women.

The discourse about the Child Tax Credit in the 90s when it was signed by Clinton was really clear about this. The rhetoric opposing it included that it would "break up families". It was extended when the Earned Income Tax Credit was also passed into law, which still lifts families out of poverty. However, since EITC does not specifically and disproportionately help women it has been less subject to attack.
