When I worked for the county government, I worked on programming to bill employees for their personal, long-distance calls. (OK, it was a long time ago.) They did not want the newspapers (again, a long time ago) publishing a story about county workers wasting taxpayer&#039;s money on phone calls. The amounts were minuscule; they paid me more for the programming than they&#039;d ever recover.
