He took it to a wildlife sanctuary, where they determined it was a new species. DNA analysis discovered that it was an adult.

As I was driving yesterday, I got to thinking about what "Reforming ICE" would look like. The only acceptable reform I will accept is that it be "reformed" into a heavily supervised group that treats building housing and feeding people with the urgency it treats stalking, harassing, and denying due process. That is the ONLY acceptable reform.
That kind of work program would be best implemented by the Bureau of Prisons who have expertise in "heavily supervised" and also "mandatory work rehabilitation".
Of course some of the BOP "supervisors" would recognize some their returning parolees.
