Data is based on number of shootings, beatings, etc. per incident of police detention. So if your article says that a black guy is, say, 90% as likely to get shot by a policeman as a white guy per stop, and if black guys get stopped and detained by the police twice as often (e.g. "driving while black") then it works out that black guys get shot 1.8 times as often. Now guess how many times Philandro Castile got stopped by police in the last 14 years.
Have we seriously entered a phase where people will piss someone off, then get so scared that they will be treated just as poorly that they feel justified in shooting the person they mistreated.
You know when I hear Rudy Giuliani speak I'm reminded that this guy was a fucking US attorney....part of his job was to bring cases against police officers for federal violations of civil rights.
