Because, while the Committee's decision to go after Bannon was an easy one, Garland's is really not. Because, as Politico notes, a successful contempt prosecution will require the government to prove that Bannon knew he was breaking the law, and he's got that nifty letter from his lawyer saying that he isn't. So he'll claim that he was relying on advice of counsel, not deliberately throwing sand in the gears of the investigation, and he might well get away with it.

Okay then, throw his attorney in jail. Hey, it's a start.

You gotta admit the man has the smarts.

When they issue an arrest warrant and send out the cops, they are going to just have to pick out the real Steve from the hundreds of thousands of identical homeless men out there. And that's impossible as he's indistinguishable from one now. I bet he's even got a stained old trucker-hat and a bottle of Thunderbird on him at all times to whip out if he sees a copper.

Steve will find out that DT's are real. When incarcerated and deprived of his usual daily booze, he will develop classical alcohol withdrawal, because he is a classical booze hound. Tremors, anxiety, hallucinations, the usual pink elephants on parade. Amusing, if you don't have to experience or treat it.

Also too, any counsel would have told him to appear as per the subpoena, and then refuse to answer questions, because of executive privilege. What you don't do, what you never do, is fail to show up. Per Rebecca's mom:

I'm not sure lawyers' fees are a big enough price to discourage them. That seems to be all anyone behind this will be paying (even the stupid foot soldiers sheep will face more consequences).

Alcoholism can be a contributing factor, but I'm pretty sure that he looks that way mostly due to rosacea, like Clinton, WC Fields, and half the royal family.
