Partly the Catholic-hate is due to the fact that a lot of them were Scots-Irish immigrants from the Protestant side of the olde Irish hatefest - people who had supported the English king William of Orange prior to leaving and settling in the upper South, hence the name "hillbilly." Tradition dies hard around there, even though a lot of them long ago switched from rational Presbyterian to ravening Calvinist/Baptist.

The Pope doesn't have any control over that. He is not like a CEO or a military commander, and local priests don't "'work" for him. The Roman Catholic Church is not a corporation. The head honcho in these cases is the local bishop. It is the bishop, not the Pope, who is the priest's superior, and it is the bishop who would be responsible for reporting such crimes to the local authorities. In this respect the Pope is more like a foreign head of state whereas the bishop and the offending priest are both citizens of the jurisdiction whose laws were broken. Demanding that the Pope "turn over" a child molesting priest to the local authorities is kind of like telling the General Secretary of the UN to turn over one of the members of the Baltimore PD who had abused Freddy Gray to the Maryland authorities.
