I seem to recall that last year-ish, Hoft had some medical problems. At the time , I tried really hard to suppress my contempt for him and hope for his recovery. I've lost a number of friends and family to various illnesses, and it makes me a little sensitive.
Presuming that the U of Iowa did the right things before publishing the image, I'm pretty sure the worst you could get SMOTI for would be a copyright violation.
Seeing as one shot was allegedly fired from within the police cruiser, my assumption has been that the cop fired from an inch in front of his own face, and suffered the expected consequences.
