Rafael Ted is just hedging his bets in case this White House thing fails. If the new guy doesn't work out, Ted can apply for the hosting job at The Daily Show. (Statistically, he stands the exact same chance of getting either gig but don't tell him that.)

I think back when they used to have this law, a lot of states just put a warning on the person's record. So, when the gun dealer ran the prospective buyer's driver's license (or other valid state ID), a warning would pop up that they weren't allowed to own a gun, with zero explanation why.
