You really have to wonder about anyone who willingly lives in North Dakota other than the Native Americans who (for now) have their own nations there. The rest of the population is there primarily for resource extraction or had the misfortune of being born there and haven't managed to leave or don't have the gumption to do so.
Some places are best left depopulated. Hell, give the whole state to the Native Americans and let them make the oil money - it's the fair thing to do.
