on June 19th, 1865, General Gordon Grainger arrived at Galveston with Federal occupation forces, and announced to Texas that slavery had already been abolished, so all the slaves were free. this has been celebrated ever since as "June Teenth".

From the AP report:

In his ruling, Ellison highlighted that the current water filtration system was installed in 2007 in response to the EPA a year earlier lowering maximum levels of arsenic in drinking water and that the prison system has had trouble with the filtration system for years.Jeff Edwards, one of the attorneys for the inmates, said the prison system has known about the unsafe arsenic levels in the Pack Unit's water since 2006 but has not fixed the problem "and that's not acceptable."

I'm sorry, the big bad Fed excuse doesn't hold water. The EPA changed the arsenic standard from 50ppb to 10ppb in 2001. So they've had 15 years to get with the program. They've known their current system is broken for 10 years. The EPA estimates the cost at $300 per person served. Fix your damn system!

That said, there is no way to get the number to zero which is why we have standards for drinking water based on peer reviewed science. These inmates are at high risk since they have no other source of water and they are drinking quite a lot. I hope Mr. Clark gets served a nice tall glass of votes filled with votes.

For what it's worth at least the State of Texas didn't actually make the argument that prison in America isn't meant for rehabilitation but for making inmates' lives as much a living hell as possible before they're dumped back into a society where they most likely can't make a livelihood without resorting back to crime. Poisoning them too is the least they can do!

Texas had had big problems with arsenic in well water since the first well was dug and tested. It is big business in Texas to install filters in homes, businesses and city-wide systems for arsenic removal. Hell the Texas Commision on Environmental Quality has had testing procedures and cleanup methods right on the web site for years.https://www.tceq.texas.gov/

You know, on a day-to-day basis, life in Texas is much like life anywhere (just with more tortillas), so I occasionally feel shocked to realize my state is run by so many hookwanking banglecunts.

I do my best to vote whenever I can, but Texas crazies vote en masse.
