Just today we got around to reading this New York Times story about how efficient Texas is with killing condemned prisoners, and then the 5th Circuit Court of Appeals put a halt to its next scheduled execution.
We can still make kids with IQs in the low 60s take standardized tests, though, so long as they a few get "accommodations" like extra time and can have some words read out loud to them.
