They demanded that local police remove protesters. They can delegate crowd control and security to the same authorities. And if there is someone who says they are a citizen but an ICE agent thinks they are not, that person can be handed over to the locals on something like a forgery charge until their documentation can be reviewed.
Another relevant observation I have seen from a Youtuber with a military background is that most of the work of deportation is administrative, which is an obvious explanation why Drumpf can't manage to deport more people than Democratic presidents.
