It can take considerable time, even if capacity is available (which is very much an open question at this time) to ramp up manufacturing for a particular product. Every step has to be scaled up, implemented using available equipment, tested for compliance with manufacturing standards, shown to produce a suitable product, and linked to the next step which undergoes the same level of scrutiny. And of course the final product has to meet specification. This is huge undertaking.
I think, in any individual instance, you're going to see people doing things that are irresponsible. That's part of the freedom that we have here in America. We can give guidance, as the surgeon general did. Also! Too! Besides giving guidance, we can make laws requiring certain behaviors. We could have a president and administration (that includes you, Twatwaffle) that supports the concept of isolation and speaks out against the terrorists who are trying to force state governments to abandon isolation. There's a lot of things an administration can do besides "guidance"

Of course not, because central to their, "I can do what I want, whenever I want," ideology is that everyone else has to keep out of their way. It's not their responsibility to prevent the spread of disease. It's the responsibility of everyone else not to catch it from them. It applies to everything and colors their perceptions. Black people are scary to them, so anyone who shoots an unarmed black man is automatically just defending themselves from the scary blackness. Preventing pollution or climate change will cost businesses money, so it's not their responsibility to clean it up. It's everyone else's responsibility to just deal with a polluted world.

If we mass produce and distribute a vaccine that is either ineffective or unsafe, it will boost the anti-vax propaganda and do harm in an expanding wave of perceptions and decisions that will take a concerted effort for a generation to undo.
It will strengthen the anti-science culture and cast doubt on expertise of all kinds.
The disaster will almost certainly be made worse by greed and corruption.
