there's no entity called Texas Department of Corrections. there is the Texas Department of Public Safety which you referenced because it keeps data on the local jail populations across the state, runs the state troopers and Texas Rangers, and gives us our drivers licenses (because: REASONS). there is also the Texas Department of Criminal Justice which runs the adult state prisons and the Texas Department of Juvenile Justice.
in a Border Security hearing on May 5 of this year, TDCJ's CFO reported that the state prison facilities were housing 137 thousand individuals, 6,900 of which were undocumented. he also said that between the prison, parole and probation population, there were about 9,200 at any given time which were being screened by ICE--though at least a third of them usually turned out to be here legally.
in a hearing with the same body on March 24, DPS testified that there were about 6,701 in county facilities across the state and that whether or not they met the threshold for PEP-1 or PEP-2 detainers was often based on whether the facility in question had the resources to still hold them as SCAAP reimbursements have gone down significantly. what was more interesting about that particular hearing was the testimony of Sheriff Pamerleau (Bexar Co; being on I-35 and I-10 has a way of getting a lot of traffic from documented and undocumented persons alike) and Sheriff Martinez (Val Verde Co; being on the border, having a major port between the two countries and an AFB also has a way of being relevant). Sheriff Pamerleau said that they had an average jail population of 3,400 of which, at the time, 62 were under ICE detainers--49 of those having previous convictions and 24 of those previous convictions being for violent crimes. Sheriff Martinez said their average jail population was 1,200 and, at the time, 91 were identified as undocumented, but only 7 had detainers placed on them (under PEP, that would mean that those 7 had probably committed a violent crime or had returned after being deported once already).
