I am not sure what his motives were. I do know later in life that he fled a Boston sentence for Florida and started a couple of swamp land schemes there, was caught and sent back to Boston to serve a couple of years.

He stayed around, he kept up the appearance of a legit businessman, paid out investors while he still had money, and then he sat still for the collar and the prison sentence. It almost looks like he didn't see the end game coming, or more likely, didn't want to admit it even to himself.

Watching a series on Netflix about the Mafia, there was a young Rudy talking about how the NY AG's office used the RICO laws to break up the mob. Funny how those same laws are going to be used against his client. You'd think Rudy wouldn't be surprised. You'd think.
