Ohhh, I'm pretty sure it doesn't, also too the same kind of law suits by the West coast as well. But you have to remember about these sorts of things, two important things: they are very greedy, and very, very stupid.

All of the blue coastal states are taking whatever steps are necessary to comply with the Paris Accord. We have to hope our country (and our states) will outlast the current abominations in the WH and Congress, and must live and work accordingly.
