His book was basically a treatise, binding no country and no country adopted it as law. However, it is a fact that at least one founding father read the book (whoever could read French) and made positive comments in the margins. Not that specific passage, but in general. The 14th Amendment, well, that wasn't the Founding Fathers, so it don't count for 'original intent'.
So, are babies delivered by C-section 'natural born'? Also, it's too bad that the qualifier "...and who is not an idiot.." got left out of the final draft.
