I think if the Feds had been able to protect the newly elected Black lawmakers, it would have eventually worn down the Klan etc. But they let southerners depose many of those lawmakers, and turn the South into a region where apartheid was accepted.

So that's truly a difference A. Lincoln could have made. I've got a book made from letters sent home by a French diplomat who was with him a lot of the time near the end of the war, and he said that when people would say to Lincoln, "we've got to make them really pay for this!" Lincoln would get so irritated. But defending these elected men-- that he would have done. (The book is by Marquis de Chambrun)
