If people desperately wanted good, usable intelligence to protect against terrorism they would be against torture. Just like if people really cared about protecting themselves and their family they'd be investing in deadbolts and steel doors, not stockpiling guns. Just like if people were really concerned about crime they'd be backing rehabilitation programs in prison and social programs out of them, not longer and harsher prison sentences.
