Mueller pointed to the DOJ guideline regarding the obstruction he laid out the evidence for (that 850+ US prosecutors say would secure an indictment against anyone not protected by it). He all but said that Trump obstructed justice, but that his hands were tied by the guideline, noting that Trump can be indicted after he’s out of office.

On conspiracy, he said Jr. was too ignorant to grasp that his meeting in Trump Tower might be criminal, therefore the required element of intent was missing. Jr. is woefully, willfully ignorant (like father, like son), but I personally don’t buy that he had no inkling. His and his father’s actions around the time of the Trump Tower meeting, and definitely after it became public, suggest Sr. and Jr. both believed it was (and Mueller uses that argument on obstruction for Sr.).

As for the rest of them, including Trump Sr. himself, Mueller basically said that the evidence (and he did lay out evidence) wasn’t sufficient, NOT that there was no wrongdoing. And he noted that it was difficult to gather evidence because there was so much lying and because Trump refused to be interviewed. And it’s not like he could question the other party involved.
