Let's call this what it is - a message. Trump, despite being stupid and un-selfaware is also very concerned about optics and messaging. He rarely does anything for its own sake. It's usually for some ulterior motive, especially his own image.
In this case, there are two messages. First, if you are white and defy federal authorities (as he is himself), then you are obviously the subject of some sort of corrupt investigation and are within your rights to defend yourself however you like. Of course if you're black and investigated, harassed, or even killed by state and local authorities, then you obviously had it coming. If you protest such treatment in any way at any time, you are an anti-American cop-hating scumbag. And of course state and local authorities are often much easier to corrupt and even participate in these "militias" (I know a few).
Second, and here I hope I'm wrong. But it smells like a dog-whistle. There are certain elements of the right wing nut-job flock who have stated they will "defend the constitution" through armed force if necessary (the Bundy's are among them). Let's assume there is a good chance that Trump gets ordered out of office based on the Russia probe (or information coming from it - I'm still thinking money laundering is more likely). Who will he turn to for support? Yup - them. He just basically told those people that if they resist an unrighteous action on the part of the Feds (which throwing him out would obviously be) that he will shield them from any prosecution afterwards. This, of course, would be dependent on their winning. The timing seems pretty obvious as the Meuller investigation drags on and Manafort and Flynn are in court. He needs to rally the troops. Personally, I think that IF this were all to happen that Trump would flee with his family and watch the country burn from afar. That's usually what his ilk do.
Or maybe a cigar is just a cigar and he just wanted to pardon these lovely arsonists.

One thing I have always wondered though, when you shock or stun fish and they lose control of their swim bladders and float to the top of the water, are there other fish that sink to the bottom? Loss of buoyancy control is a positive-feedback situation, do some fish compress their swim bladders uncontrollably when injured? I'ma thinkin' research may be required.
