These are ongoing NEW construction. I had seen that 7th Street was getting paved, and then I saw a concrete pumper at these bleachers. You can see the Capitol behind them. I wondered why they kept it closed after the whatever that thing was.

OT but help! My son is visiting I bought a load of grocery items to make the meals he likes. The problem is that the temperatures here are in the 40s and there;s no way I want to cook in a kitchen of that temperature..

You can prep and/or cook it at night for the following day, depending on what you're cooking. Or turn the ingredients into cold-weather food (composed salads, grill outside). Or just don't cook; he's not a little child presumably.
