We need to do more work than that. What we need to do is put in the work to figure out HOW they are going to TRY to do it, regardless of how illegal and expensive it is, and do two things -- corral them so they CANNOT do it, and/or should they get away with it, figure out how to shut it down with alacrity.

I think closing off a yuge area with concertina after concertina of razor wire, throw the criminals into it, supply the minimal stuff needed to build the prison, and tell the new inhabitants that if they want any shelter from the cold they have to build it themselves. It worked out for many facilities in the USSR's Gulag system, and it should work here, too.
