Why is it up to him to decide? Why aren't there set periods (every 4 months or so) when enrollment is open? Why did Congress give the president this power? This should be fixed ASAP upon a leadership change.
Nope, open enrollment is only open for 45 days in the fall/winter, down from 90 days during the Obama years. But special enrollment periods aren't uncommon, like after a natural disaster.
Having it open too often would be an incentive for young-and-healthies to stay out of the risk pool until they need care, so as long as we have a private-run health insurance system, that makes sense.

What they never acknowledged, and no journalists commented on, is that by covering all pre-existing conditions, the premiums for every one will go up, but that it can be partially offset by requiring everyone to carry health insurance. You just cannot get around that fact. Although the media kept up the claim that the GOP was working on it and would have a perfect solution soon. And is still working on it.
