I looked this up a while ago. Here are three key points about the Federal Employees Retirement System. (1) You can't get benefits from it (i.e., retire) until you are at least 62. (2) You can only get retirement benefits from it if you have at least five years of service. (3) You have to actually enroll in it, and pay a (small) percentage premium, in addition to being required to pay FICA and Medicare taxes.
Before 1984, there was no requirement to pay into SS, and the bennies were a little better, but anymore it's pretty much just an optional defined-benefit plan, similar to that available to many government employees.
To be unnecessarily fair to Joey, child support usually stops when the child becomes an adult (or, apparently in IL, the later of 18 or finishing HS). And, while I have never paid child support, I can imagine that one would look forward to the termination of any regular monthly expense.
