Not sure how institutions of higher learning work, but my wife worked in Risk Management for local government, and no insurance, no contract. Period!

Well, as a retired bureaucrat - no paper, no proof. I learned very quickly not to trust people who assured me they had it, but the dog ate it.

Exactly. That's what isn't clear. It's my understanding the extra security was there because of incidents at other campuses within the past month. If that's the case the group can say the size of the expected crowd lead them to excercise an abundance of caution as recommended by legal counsel. That's smart and safe.
