In order for not working to be a viable option, their public assistance would have to be a livable level of income, but it's pretty much designed not to be, and meets that design goal. Worse, as he points out himself, people still get public assistance if they do work. Without public assistance, employers would have to pay a living wage, otherwise people working for them would simply not be able to get by and there'd be no point in them working at all; with it, that threshold for minimum worthwhile benefit in working is lowered by the amount of public assistance.
