What the NFL sells is entertainment. The players are, from a commercial perspective, entertainers. The NFL is a little different from other entertainment organizations in that it has engaged, quite successfully, in a decades-long PR campaign to achieve identification with the "America Fuck Yeah" version of Americanism. It's not just entertainment; it's fucking symbolic.

Many entertainment consumers (but certainly not "everyone") feel that an entity that wants to symbolize America should, perhaps, expect a higher than average standard of behavior from its employees. Consumer sentiment in the free market and all that.

I suspect it also has to do with the fact that they pay Peterson a large fraction of a million dollars for every game, whether he plays or not.
