I am sorry to have to correct you but The Wharton School is the college of business at UPenn. They have an undergraduate and graduate programs in business. He was there for his last two years of college. He started out at Fordham University in the Bronx and through a family friend was able to get accepted into the undergraduate program at Wharton.
I think the issue is concentration of people. HK and Puerto Rico are small enough in area that people can focus on one area.In the US, there are protests all over, every week, but they are so spread out they get no attention.
