In the same way, we look at Walmart and think "my job sucks, but at least I don't work in that shithole". Unless, of course, you do work at Walmart, in which case you are fucked.
Their thinking was, "what's the absolute least amount we can raise the peasant's stipends that will satisfy them enough not to start thinking of the dreaded U-word, U-N-I-O-N? And are the Pinkertons still available to assassinate agitators and massacre strikers?"
That's exactly what is going on- find that wage sweet spot that will be just barely enough to derail organization efforts and stem some of the bad PR. Their plan is to offset it through attrition, rather than outright layoffs, in order to avoid the charge that they fired people. Of course this means that their already shitty customer service, thanks to their chronic understaffing, will get even worse.
