Part of the problem in Texas is turnout. Historically, it's been a problem. I'm not minimizing their repression efforts but here are the facts. They had 72% turnout in 1992 and have not broken 67% since. Midterm numbers are even worse, the chart in the link only includes presidential elections.

<A historic 18.6 million Texans were registered to vote in the 2024 election, and 61% cast ballots, a nearly 6% drop from the 2020 presidential race. >
