The way I read it is a person on one of these diffusion notices turns up one police and customs databases world wide, and ordinary coppers don't know why, they just see the "wanted" marker. What is the important thing here is if the US then intervenes in this automatic process.

Other than restricting Browder's travel, this diffusion could be the kind of thing that might be discreetly (possibly regularly) ignored by European nations reasonably afraid of Putin/Trump. "The diffusions, which are automatically circulated to all 192 members, often stay in national police databases even if Interpol later deletes them from its central system."

Did he renounce his US citizenship for a Russian citizenship? If so, that's unfortunate. Did he really think he would free market and all that as a Russian citizen and then go and come as he pleases from the Kremlin? Just WOW! DT would not protect such a person if Putin wanted his head on a pike. This is confounding and Browder was stupid.
