One thing about a pardon, it requires an admission of guilt to accept it. Once pardoned, he can be COMPELLED to testify and then jail comes in where he cools his heels and Trump can't help him.
Ukraine already had such in the works but dropped it when Lord Trump agreed to sell them a shipment of antitank missiles. I'm sure there's still some interest there.
